With an amazingly accurate prediction of the number of annual visitors: "...attract one-half million people annually." (p. 11); "Annual attendance averages 500,000 visitors" (Wikipedia), the plan sets out an ambitions program of restoration, new construction, and exhibits on local maritime crafts and seamanship.
